FCE ABEOKUTA: PROVOST URGES CONTRACTORS TO COMPLETE TETFUND PROJECTS WITHIN SPECIFIED TIME
The Provost of the Federal College of Education, Osiele, Abeokuta, Dr A. A. Ajayi, has called on contractors handling projects awarded by the College to ensure that all contracts are completed within the stipulated time frame. The Provost made the appeal during the financial bid opening for the 2017–2019 Tertiary Education Trust Fund (TETFUND)-sponsored Annual and Zonal Intervention Projects, held at the Kunle Filani Academic Theatre of the College.
The financial bid opening brought together representatives of the College Management, prospective contractors, professional bodies and other relevant stakeholders involved in the procurement process. The exercise formed part of the College’s efforts to ensure that contractors were selected through a transparent and properly regulated process in accordance with established procurement procedures.
Addressing those present at the occasion, Dr Ajayi expressed his appreciation to the contractors, professional representatives and other stakeholders who attended the bid opening. He particularly acknowledged their presence at a period when the country was experiencing the challenges associated with the COVID-19 pandemic and restrictions on interstate movement.
The Provost noted that despite the difficulties created by the pandemic and the restrictions on movement, some contractors and other stakeholders had made efforts to attend the meeting physically. He appreciated their commitment and willingness to participate in the process, describing their presence as an indication of their continued interest in the development of the College.
Dr Ajayi also commended contractors who had previously worked with the Federal College of Education, Abeokuta, for their contributions to the physical and infrastructural development of the institution. He recognised the role played by contractors in supporting the College’s development through the execution of various projects and encouraged them to continue to uphold professional standards in carrying out their responsibilities.
The Provost stressed that the College remained committed to complying with the rules and regulations governing the Tenders process. According to him, the institution would not compromise its commitment to transparent operations in the selection and award of contracts.
He emphasised that transparency had always been an important principle in the College’s procurement activities and that Management would ensure that every stage of the process was handled with the necessary level of diligence. He further noted that the College could not afford to make calculated or avoidable errors in the award and execution of important development projects.
Dr Ajayi explained that due diligence would therefore be exercised in examining the bids submitted by the various contractors. He stated that estimates closest to the College’s estimate would be carefully considered, subject to the applicable requirements and procurement procedures.
The Provost consequently assured all participants that the bid evaluation and related processes would be conducted diligently, transparently and in accordance with the principles of due process and the provisions of the Public Procurement Act. He reiterated the importance of following established procedures to ensure that the College received value for money from the projects being undertaken.
DETAILS OF THE TETFUND PROJECTS
Giving an overview of the projects, the Director of Works and Physical Planning, Engr. V. A. Adeneye, explained that the intervention projects covered several important areas within the College.
According to him, the projects included, but were not limited to, the redesigning of offices within the School of Science, offices of Heads of Departments, the School Officer’s office and the Conference Room. Other areas covered by the intervention included the Departments of Economics and Political Science and the Students’ Guidance and Counselling Centre.
The projects also included the procurement of furniture items for the Departments of Economics and Political Science as well as the School of Science. These projects were intended to contribute to the improvement of the College’s physical infrastructure and provide a more conducive environment for academic and administrative activities.
The intervention projects formed part of the TETFUND-supported development initiatives aimed at improving infrastructure and facilities within tertiary institutions. The successful execution of the projects was therefore considered important to the continued development of the College.
PROCUREMENT PROCEDURE AND BID OPENING
Following the presentation on the projects, the Head of Procurement, Engr. M. K. Oyetoran, explained the criteria for determining the eligibility and responsiveness of contractors’ bids.
The explanation provided participants with an understanding of the requirements that contractors were expected to meet for their submissions to be considered during the evaluation process. The emphasis on eligibility and responsiveness was an important part of ensuring that the procurement exercise was conducted according to established rules.
After the necessary procedures had been explained, the key to the Tenders Box was handed over to the Registrar, Dr G. A. Adebayo, by the Provost. The Registrar subsequently took part in the sorting and opening process for the bids submitted by the participating contractors.
The process was conducted in the presence of relevant stakeholders, providing an opportunity for the financial bids to be handled openly and in accordance with the established procurement procedure. The participation of representatives of professional bodies and contractors further strengthened the transparency of the exercise.
CONTRACTORS COMMEND COLLEGE MANAGEMENT
In their separate remarks, representatives of professional bodies and the contractors expressed their appreciation to the College Management for maintaining transparency throughout the procurement process.
They applauded the College for the manner in which it conducted the financial bid opening and commended Management for adhering to established rules and procedures in the discharge of its responsibilities.
The participants also acknowledged the College’s reputation for maintaining a transparent approach to its activities and encouraged the institution to sustain the standard.
They affirmed that the Federal College of Education, Abeokuta, had distinguished itself in its dealings with contractors and professional bodies and described the institution as being second to none in its commitment to proper procedures.
The contractors therefore encouraged the College Management to continue with the good work and maintain the principles of transparency, accountability and due process in future procurement exercises.
The financial bid opening for the 2017–2019 TETFUND-sponsored Annual and Zonal Intervention Projects thus marked another important step towards the implementation of infrastructure and facility-development projects within the College.
