FCE ABEOKUTA REQUEST FOR QUOTATION

 

INVITATION TO ELIGIBLE PHARMACEUTICAL FIRMS/COMPANIES TO SUBMIT QUOTATIONS FOR THE PROCUREMENT OF DRUGS FOR THE SECOND HALF OF 2022 AT FEDERAL COLLEGE OF EDUCATION, ABEOKUTA

The Federal College of Education, Abeokuta hereby invites eligible Pharmaceutical Firms and Companies to submit quotations for the supply and procurement of drugs required by the College for the second half of the year 2022. The invitation is open to pharmaceutical firms and companies that are duly registered and meet the required eligibility conditions for participation in the procurement exercise. Interested companies are expected to carefully study the requirements contained in this notice and ensure full compliance before submitting their quotations.

OBTAINING THE DRUG REQUIREMENT FORM

Interested pharmaceutical firms and companies may obtain Form G2A, which contains the details and specifications of the drugs required by the College, from the Directorate of Procurement, Provost's Office, Federal College of Education, Abeokuta. The form will be available during the official working hours of the College, between 8:00 a.m. and 4:00 p.m. daily, from the date of this notice.

Upon obtaining the relevant form, prospective bidders are expected to examine the listed requirements carefully and provide complete information in their quotations.

INFORMATION REQUIRED FROM BIDDERS

For the purpose of proper evaluation and competitive comparison, every participating pharmaceutical firm or company is required to clearly indicate the following information for each drug being offered:

• The brand name of the drug;

• The pack size of the drug;

• The unit or applicable price of the drug; and

• Any other relevant information necessary to enable the College to properly assess the quotation.

All prices and product information supplied by bidders should be clear, accurate and sufficiently detailed to facilitate a fair comparison among the various quotations received.

ELIGIBILITY DOCUMENTS

In addition to the quotation, every interested bidder must provide photocopies of the relevant eligibility documents applicable to the 2022 procurement exercise.

The required documents include:

• Business Registration or Certificate of Incorporation;

• Valid Tax Clearance Certificate;

• Evidence of registration with the Bureau of Public Procurement (BPP);

• Industrial Training Fund (ITF) Compliance Certificate;

• Pension Commission (PENCOM) Compliance Certificate;

• Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate; and

• Audited Account Reports for the last three years, duly certified by an external auditor.

Bidders should ensure that the documents submitted are valid and applicable to the procurement period. Failure to provide any of the required eligibility documents may affect the consideration of the quotation.

SUBMISSION OF QUOTATIONS

All participating firms are required to prepare their quotations properly and submit them in a sealed and signed envelope.

The envelope must be clearly marked: “SUPPLY OF DRUGS”

The sealed quotation should then be deposited in the Tender Box located in the Office of the Director of Procurement, Federal College of Education, Abeokuta.

The deadline for the submission of quotations is 12:00 noon on Wednesday, 8th June 2022. Any quotation submitted after the stated deadline may not be considered.

Bidders are therefore advised to ensure that their submissions reach the designated Tender Box before the closing time.

VALIDITY OF QUOTATIONS

Every bidder must clearly state the validity period of the prices quoted in its submission. The prices offered must remain valid for a period of not less than sixty (60) days from the closing date for the submission of quotations.

Firms are expected to take this requirement into consideration when preparing their quotations. Failure by a bidder to comply with any of the requirements specified in this notice shall be regarded as a major deviation from the procurement requirements and may be treated accordingly in the evaluation process.

OPENING OF TENDERS

Representatives of all firms that submit quotations are expected to attend the opening of the tenders.

The opening exercise is scheduled to take place immediately after the deadline for submission, at 12:00 noon on Wednesday, 8th June 2022.

The exercise will be conducted at the New Conference Room, Provost's Office, Federal College of Education, Abeokuta. The presence of bidders' representatives is encouraged to promote transparency and openness in the procurement process. Representatives will have the opportunity to observe the opening exercise and countersign the quotations submitted by other participating bidders in accordance with the provisions of Section 45.1 of the Procurement Procedures Manual.

COVID-19 SAFETY PRECAUTIONS

All bidders and their representatives attending the tender-opening exercise are required to take personal responsibility for their health and safety. Participants are expected to comply with appropriate public-health measures and observe necessary precautions aimed at reducing the possibility of community transmission and spread of COVID-19 variants.

The College appreciates the cooperation of all participating firms in maintaining a safe environment throughout the procurement and tender-opening processes.
